Did you try run the vCenter Converter from inside the guest OS that you want convert ? Name resolution is working ? You're pointing to vCenter Server or directly to vSphere ESXi host ?

You need access from HyperV server to ESX at port 902, check User's Manual for port settings.If your HyperV is 2012 - it's not supported for converting powered off machines.HTH
