This is weird. No idea what is going on.
I can suggest a workaround. This the machine you want to convert, right? Try installing only converter agent on it, it doesn't use vstor2 driver. Then install converter server on another machine and do a conversion of a remote powered on source.

Please share more details, what is "vmware" - VC/ESX or Converter?
Please upload the logs. There can be dozens (if not hundreds) of reasons for a conversion to fail. It is not clear from your message what it is about.
What do you mean saying 'vmware sync tool'?
I installed 'Converter v.6.1.1' in a different machine ( without problems ) in order to get 'VMware-Converter-Agent.exe' file
Then, I copied this file to the machine I want to virtualize ( the laptop ) and tried to install the agent executing 'VMware-Converter-Agent.exe' and selecting
the default 'Agent Service Port' ( 9089 ).
But, it continues to report the same error.

I got another Win7 machine where I was able to load hive from the mapped "X:" drive. I killed all related entries for the PERCH700 RAID controller and deleted the drivers as well.
Still blue screen upon booting, so I give up.
Many thanks for your and others comprehensive support in this topic. I can confirm, that Raid controllr under Windows 2003 Server R2 is not an option to convert this way.

I owe you an apology. I was mistaken assuming the agent doesn't install vstor2 driver.

I started a convert job on a running win7 os -- same os that converter is running on -- it got to 98% complete then failed -- is there a way to
debug what when wrong?
This is reconfiguration error... Two possibilities: try to start VM, if it not starts upload log bundle to check for possible workaround.

Somehow mkinitrd command doesn't understand '-t' option. It should. Perhaps it is a nonstandard mkinitrd?
It is a shell script (though not trivial). As a possible workaround - you may try to tweak it on the source machine so that it doesn't give an error when invoked with '-t' and try the conversion again.

It's always recommended to use latest Converter
Reconfiguration fails because converter can't load target registry hive.
Try the same conversion job but start the UI "as administrator".
