Why do you try to power-on the VM via vim-cmd? Use the vSphere Client for that. This should also provide some more detailed error description if something goes wrong.

 

Apart from that, check the vCenter/Host events tab in the vSphere Client and/or the host's local logfiles in /var/log/ (especially the hostd.log).
